Community Action Agency of St. Louis County (CAASTLC) – Housing Assistance

Services: Rent/mortgage assistance (when funding is available), utility referrals, energy assistance support, case management. 

Hours: Monday–Friday 8:00 am–5:00 pm caastlc.org

United Way 211 – Housing & Utility Referrals

Telephone: 2-1-1 or 1-800-427-4626

Services: Free 24/7 resource navigation for rent assistance, utility bill help, mortgage help, eviction prevention, and housing stability services. 

Hours: 24/7 hotline access; live navigation Mon–Fri 9:00 am–5:00 pm

United Way of Greater St. Louis

LIHEAP – Low Income Home Energy Assistance Program

Service Area: Missouri statewide (application via local agencies)

Telephone: Call 855-373-4636 or contact contracted agencies depending on county

Services: Financial help with heating and cooling utility bills, crisis intervention for energy needs; eligibility depends on income and household size. 

Hours: Varies by contracted provider

Urban League of Metropolitan St. Louis – Utility & Housing Assistance

Services: Assistance navigating utility aid (e.g., LIHEAP), rent/mortgage support programs, housing counseling and eviction prevention.

Beyond Housing – Renter Assistance Services

Services: Provides information and referrals to utility assistance programs — especially during extreme heat and cold conditions.

13. Missouri American Water Bill Assistance

Service Area: Missouri American Water customers

Services: Bill assistance, budget billing, crisis support for water bills; eligibility based on income and customer status.

Metropolitan Sewer District (MSD) Bill Assistance

Service Area: St. Louis City & County

Telephone: (314) 768-6260  Available 24/7 for service requests and general customer support

Services: Assistance programs for sewer bills, payment plans, hardship options for qualifying low-income customers. 

Hours: Contact MSD for schedule

Cardinal Ritter Senior Services – Utility & Energy Help (Age 60+)

Services: Supports older adults with utility bill assistance and referrals to community energy programs.
